Throughout his career, Tejas has managed multidisciplinary engineering teams and directed over $50 million in annual construction activity, delivering measurable energy savings and operational improvements for public and private clients. He has played a pivotal role in developing and leading large-scale utility and state energy efficiency programs, identifying over $200 million in energy efficiency investments.
Under his leadership, the organization has expanded its technical capabilities and grown into a full-service engineering firm with strong financial performance. Tejas is a licensed Professional Engineer in New Jersey and New York and actively serves on several industry boards, contributing to the advancement of energy efficiency and sustainability initiatives.
Chief Operating Officer
Chief Operating Officer, brings more than 35 years of senior leadership experience across the energy efficiency, demand response, and grid operations sectors. He has led large scale utility and municipal programs nationwide, driving operational excellence for residential, multifamily, commercial, industrial, and government customers. Throughout his career, Frank has built and scaled complex energy organizations, overseeing multimillion dollar programs and geographically dispersed teams.
His leadership experience includes launching and operationalizing flagship utility programs and delivering transformative infrastructure upgrades for housing authorities and healthcare and multifamily portfolios. Frank is recognized for aligning strategy with execution, strengthening client partnerships, and improving program performance at scale. He holds an MBA from Rutgers Business School and a BA from Boston College.
Director of Energy Services
Has more than 20 years of experience delivering cost effective energy efficiency solutions across New Jersey and Pennsylvania. Since joining the company in 2000, he has led project development and management teams while overseeing a growing network of subcontractors to ensure consistent, high quality project delivery. Greg has personally managed thousands of efficiency projects, partnering with customers, engineering firms, and ESCOs to maximize energy savings within budget. He is widely recognized for his deep expertise in utility incentive programs, having helped clients secure more than $75 million in incentives.
Greg also plays a key role in expanding TSLE’s service offerings and advancing comprehensive building system solutions beyond traditional lighting and HVAC upgrades. His operational leadership and technical knowledge position TSLE at the forefront of New Jersey’s clean energy and electrification goals.
Engineering Manager
Brings extensive experience in energy engineering, mechanical design, and project delivery across the C&I and MUSH markets. He has led the development of large scale design build and design bid build energy efficiency projects, managing financially self paying models for initiatives valued up to $100 million. Rahul has deep expertise in investment grade energy audits, building energy modeling, and utility driven engineered solutions programs. His work integrates advanced HVAC systems, building automation, renewable technologies, and utility rate optimization to reduce energy consumption and carbon impact.
He has successfully partnered with major utilities and public sector clients to deliver high performance, cost effective solutions from concept through commissioning. Rahul holds a BS in Mechanical Engineering and Energy and an MS in Energy Systems from Rutgers University.
Accounting Manager
Mr. Agarwal is an experienced Finance and Accounting professional with over 13 years of progressive experience across accounting, auditing, taxation, and financial management. He is a CPA candidate and holds Master’s degrees in Financial Management and Commerce. His background spans multiple industries including energy, IT services, pharmaceuticals, renewable energy, hospitality, and FMCG.
Currently serving as an Accounting Manager at Tri-State Light & Energy, Mr. Agarwal leads end-to-end financial operations including GAAP-compliant financial reporting, month-end and year-end close, budgeting, variance analysis, cash flow forecasting, payroll, and P2P/O2C processes. He has played a key role in system implementations such as NetSuite, ADP, Points North, and changes in 401(k) service providers, while also managing federal, state, and sales & use tax filings and coordinating external audits.
Director of Sales
Leads a high performing team supporting multiple New Jersey energy efficiency programs. Since joining the company in 2021, Chris has driven more than $82 million in sales with an exceptional 80% close rate, including $60 million through PSE&G’s Urban Enterprise Zone initiatives. He brings over seven years of experience across New Jersey Energy Efficiency programs, serving commercial and industrial clients, healthcare systems, higher education institutions, municipalities, and K 12 school districts.
Chris oversees sales operations for Direct Install, Engineered Solutions, ESIP, and related programs, ensuring clients maximize incentives and long term value. Known for his strategic partnerships with leading trade allies, he consistently expands market reach and strengthens project delivery. Chris combines deep program knowledge with a strong understanding of customer financial drivers to deliver measurable energy and cost savings.
Director of Growth and Outreach
Has more than 30 years of experience across energy efficiency, strategic marketing, and partnership development. She is a seasoned advisor known for driving measurable business growth while advancing sustainability and customer engagement initiatives. Prior to joining the company, Diane held senior leadership roles where she launched high impact energy efficiency programs, expanded market presence, and built strong community and institutional partnerships.
Her work has helped deliver large scale energy savings, increase program participation, and support meaningful environmental outcomes. Diane has been nationally recognized for her leadership, including multiple U.S. Department of Energy awards for excellence in energy efficiency programs. She holds a Bachelor of Arts in Communications and Journalism and is active in professional marketing and outreach organizations.

Has extensive experience supporting energy efficiency, lighting, and building services programs across commercial, industrial, and institutional markets. Throughout her career, Cindi has partnered closely with contractors, engineers, architects, utilities, and end users to guide projects from initial outreach through implementation.
She has a proven track record of driving program participation, increasing revenue, and improving client retention through targeted outreach and strategic sales initiatives. Known for her ability to translate technical energy concepts into clear, actionable solutions, Cindi excels in presentations, training, and on site engagement. She is also an active industry leader, serving on the boards of HFMSNJ and IFMA NJ.
